赵白鸽
Baige ZHAO

赵白鸽,现任全国人大常委会委员,全国人大外事委员会副主任委员,红十字会与红新月会国际联合会副主席,国家气候变化专家委员会委员,国家行政学院兼职教授,中国外交学会常务理事。

赵白鸽1989年获英国剑桥大学博士学位。1989-1994年,赵白鸽任上海科学院计划生育科学研究所所长,并担任世界卫生组织合作中心主任,世界卫生组织亚太区专家委员会成员,在此期间完成了一系列新药研究与开发工作。

1994-1998年,赵白鸽担任中国国家科委生命科学技术发展中心(美国)主任,成功地完成了海外专家委员会的建立,国家中医药现代化重大项目的国际推介、融资、注册等工作,推动一批中国医药企业走向国际。

1998年-2011年,赵白鸽担任国家人口计生委副主任,积极参与制定国家人口发展战略,积极推进人口领域改革、优质服务和计划生育政策的调整完善,推动科研、技术和产业结合,加强南-南合作与南-北对话,成功获得国际社会对中国人口项目的支持。她参加哥本哈根联合国气候变化大会,提出将人口问题纳入应对气候变化的综合方案。曾担任国际人口方案管理委员会主席,世界家庭联盟亚太区副主席等职务。

2011年-2014年,赵白鸽担任中国红十字会常务副会长,并当选红十字会与红新月会国际联合会副主席,负责协调亚太地区(包括中东、太平洋岛国等地区)事务,积极应对国际人道主义危机,开展冲突和灾害管理,成功组织了应对菲律宾海燕台风、缅甸北部难民、四川雅安地震等的人道救援工作。

2013年至今,赵白鸽作为全国人大常委会委员、外事委员会副主任委员,担任中英议会交流机制主席、中国-南非议会交流机制常务副主席,是全国人大对英国等欧洲8国、对非洲15国的双边友好小组组长。通过开展与外国议员交流,促进全国人大与外国议会交流,2015年被选为亚洲议会大会经济委员会主席。

2015年,赵白鸽被聘为中国社会科学院蓝迪国际智库领导小组副组长、专家委员会主席,组织了2015年度蓝迪国际智库重大项目的研究工作,启动了“一带一路”中巴经济走廊和中国伊朗经济走廊的工作,组织了助推企业走出去的服务团队,为“一带一路”建设发挥了示范作用。

赵白鸽是中国共产党第十四次、第十七次、第十八次全国代表大会代表,上海市三八红旗手标兵、先进科技工作者和八十年代全国优秀研究生。


As Chair of Advisory Committee, Dr Zhao has joint to establishing CASS-RDI (Chinese Academy of Social Sciences, Research and Development International), which is a high-level think tank providing policy advices and conducting international cooperation. CASS-RDI has close cooperative relations with both home and abroad think tanks, enterprises, social organizations, media and governments.

Dr. Zhao received her Ph. D. from the University of Cambridge, UK, in 1988. She did her post-doctoral research at Michigan State University in 1992. She was Director of Shanghai Institute of Planned Parenthood Research Academy, as well as Director of the World Health Organization Collaborating Centre, member of the World Health Organization Expert Committee in the Asia-Pacific region from 1989 to 1994.

She was Director of the Life Science and Technology Development Center of Ministry of Science and Technology of the People’s Republic of China from 1994 to 1998. She established the oversea expert committee, developed the Chinese Pharmaceutical enterprises going global.

Dr. Zhao was Executive Vice President of Red Cross Society of China from 2011 to 2014. With the support of the Chinese government, she initiated a reform within the RCSC to make it a leading modern organization in promoting social progress in China and strengthening humanitarian and development cooperation between the RCSC and the world. A solid platform for dialogue and cooperation with national societies from Africa, Central Asia and Asia Pacific regions has been set up.

Dr. Zhao was the Vice President of Red Cross Society of China from 2011 to 2014. With the support of the Chinese government, she initiated a reform within the RCSC to transform it into a leading organization in promoting social progress in China and strengthening humanitarian and development cooperation between the RCSC and the world. A solid platform for dialogue and cooperation with national societies from Africa, Central Asia and Asia Pacific regions has been set up.

Dr. Zhao serves as the Vice President of IFRC since 2013. She has promoted active settlement of international humanitarian crisis, effective management of conflicts and disasters, and successful organization of the humanitarian relief operations in response to the Yolanda typhoon disaster in the Philippines, the issue of Northern Myanmar Internally Displaced People and the disaster of Sichuan Ya'an earthquake. Dr. Zhao has worked in several high level working groups of the IFRC (Chair of the Branding and Resource Mobilization Working Group and member of the High-level Constitutional Review Working Group). In 2014, she successfully organized and chaired the statutory regional IFRC conference for Asia and the Pacific region.

Prior to her work in RCSC, Dr. Zhao served as Vice Minister of the National Population and Family Planning Commission (NPFPC). She had been one of major promoters of the human-centered development concept and the ICPD spirit in the areas of population and social development in China. She had participated in the National Population Development Strategy Research and contributed her efforts to promoting the comprehensive reform of the Chinese family planning network and transforming it into a system for public services. She attended the UN Climate Change Conference in Copenhagen, and proposed integrating population problem into climate change issues. She was the Chair of International Council on Management of Population Programmes, Vice President of World Family Organization in Asian-Pacific region.

Dr. Zhao was nominated as the Chair of the Expert Committee and Vice Chair of the Leading Committee to CASS-RDI in 2015. She organized the major projects of CASS-RDI, launched the implementation phase of China-Pakistan Economic Corridor and China-Iran Economic Corridor, organized the service team to develop the Going Global Strategy of Chinese enterprises, contributed to the construction of the “One Belt and One Road”.

Fang CAI

蔡昉,现任全国人大常委会委员,全国人大农业与农村委员会委员,中国社会科学院副院长、党组成员。

蔡昉1976年参加工作,1982年毕业于中国人民大学农业经济系,获经济学学士学位。1985年毕业于中国社会科学院研究生院,获经济学硕士学位,1989年获经济学博士学位。1985年以来,曾任中国社会科学院农村发展研究所助理研究员、副研究员,并任研究室主任。1993年被评为研究员后,调任中国社会科学院人口研究所副所长并兼任中国社会科学院研究生院人口学系主任,1998年起任中国社会科学院人口与劳动经济研究所所长,博士生导师,并任《中国人口科学》杂志主编。

2008年3月任全国人大常委、农业与农村委员会委员,兼任中国人口学会和中国农业经济学会副会长、农业部软科学委员会委员、劳动与社会保障部专家委员会委员等。2014年8月任中国社会科学院副院长、党组成员。

著有《中国的二元经济与劳动力转移-理论分析与政策建议》、《十字路口的抉择-深化农业经济体制改革的思考》、《穷人的经济学》和《中国劳动力市场发育与转型》等,合著《中国的奇迹:发展战略与经济改革》和《中国经济》等,主编《中国人口与劳动问题报告》系列、《中国经济转型30年》等。、

蔡昉曾获1998年度国家级“有突出贡献的中青年专家”称号,2003年被7部委授予出国留学人员杰出成就奖,是第四届中国发展百人奖获得者,第四届中国农村发展研究奖获得者,被评选为“影响新中国60年经济建设的100位经济学家”之一。2009年2月8日,与谭崇台、吴敬琏、刘遵义、姚洋、胡必亮等学者,获第二届张培刚发展经济学研究优秀成果奖。


Professor Fang Cai was born in 1956. He graduated from Renmin University of China (RUC) and Graduate School of Chinese Academy of Social Sciences (CASS). He holds a Ph.D. in Economics.

Professor Cai currently serves as the Vice President of Chinese Academy of Social Sciences. He is also a member of the Standing Committee and the Rural A‑airs Committee of the 12th National People’s Congress of China. Professor Cai is a Fellow of CASS, and the editor-in-chief of Studies in Labor Economics. He is also on the advisory board of the 13th Five-Year Plan on National Economic and Social Development of China.

Professor Cai has published numerous papers and books on the Chinese economy, ranging from China’s economic reform, economic growth, to employment and population migration, income distribution and poverty etc. He recently published three books on the Chinese economy: Demystifying the Economic Growth during China’s Transition, Beyond Demographic Dividend, From Demographic Dividend to Reform Dividend. Professor Cai has also been the editor of the annual series Reports on China’s Population and Labor since 2000.
