Baige ZHAO, Chair of Advisory Committee of RDI, delivers a keynote speech at the Forum

At the Forum, Baige ZHAO, as a distinguished guest, delivered a keynote speech entitled "Building the B&R with Joint Efforts, Promoting new Globalization" at the Opening Ceremony on May 23rd, and pointed out that: 1) the world needed new globalization. At present, a huge vacuum might occur in the global public governance and certain conflict and disorder would become normal, for which, the whole world is longing for the new globalization with more just and dynamics. The so-called new globalization referred to the process of globalization featured with "Openness, Inclusiveness, Mutual Benefits and Dharing". "Openness" meant the win-win coexistence of various cooperation mechanisms, rather than the satisfaction of those with vested interests; "inclusiveness" meant that respect of free choice based on countries' conditions and realities; "mutual benefis" meant building of a community with shared interests, with shared responsibilities and with a shared future for mankind, and sharing of benefits brought about by globalization; "sharing" meant realization of common development based on the overall interests of all mankind.

2) The B&R serves as a carrier of new globalization. The BRI was proposed by China, but it is a cause for all mankind. The BRI, which has inherited the spirit of "Openness, Inclusiveness and Cooperation" of the ancient Silk Road and is endowed with the new era's meaning in combination with the world multi-polarization and economic globalization, is committed to building a community with shared interests, with shared responsibilities and with a shared future for mankind. As a carrier of new globalization, the B&R has resolutely abandoned the original unfair and unreasonable elements, adhered to treating each other as equals and respecting each other, held high the banner of "Peace, Development and Cooperation" to allow all participating countries and people to benefit from it. It emphasizes the principle of "Extensive Consultation, Joint Contribution and Shared Benefits" to ensure that all countries and participants enjoy fair development opportunities, and targets at "Problem-oriented, Demand-guided, Project-based and Result-focused" principle to solidly advance sustainable economic and social development.

3) The BRI was first proposed in Kazakhstan. China and Kazakhstan as the pioneers of the B&R construction are both partners to promote the new globalization. Under the framework of the B&R construction, China and Kazakhstan took the lead in carrying out capacity cooperation, deepening the connection of development strategies and implementing a series of major cooperation projects. China and Kazakhstan have set a good example in cooperation. They complement each other, bring mutual benefits to the international community, inject strength into the building of a new type of international relations and a community with a shared future for mankind, and play a constructive role in promoting the new globalization.
