On July 6, 2019, the 9th China Social Governance Forum was held at Beijing Normal University.The forum is organized by the Chinese Institute of Education and Social Development of Beijing Normal University, sponsored by the China Academy of Social Management of Beijing Normal University, and co-sponsored by the Social Development Committee of the Beijing Municipal Committee of the Communist Party of China and the China Association of Social Workers. On the occasion of the 70th birthday of the People's Republic of China, the forum, with the theme of "Modernization of Social Governance in China: 70 Years of Review and Prospect", guided by the socialist ideology with Chinese characteristics in the new era, reviews the course, progress and achievements of the modernization of social governance in the past 70 years since the founding of New China, and summarizes valuable experience and enlightenment.It is of great significance for us to further promote the modernization of social governance system and governance capacity in the new era and build a socialist modern country in an all-round way.

Dr. Zhao Baige, vice chairman of the Foreign Affairs Committee of the Twelfth National People's Congress, chairman of the "belt and road" International Think Tank Expert Committee of the Chinese Academy of Social Sciences and chairman of the RDI Think Tank Expert Committee, delivered a keynote speech entitled "the Fourth Industrial Revolution and the modernization of social governance".

In her speech, Dr. Zhao Baige pointed out: In today's world, mankind is facing numerous and complicated challenges. the important variable of the major changes we are experiencing is the fourth industrial revolution which is different from other industrial revolutions, and its scale, speed, breadth and depth, as well as all-round systematic role will greatly affect the process of human development.The fourth industrial revolution will involve the whole society , every family and every person;As far as its speed is concerned, it presents an exponential and nonlinear development speed;As far as its breadth and depth are concerned, it will bring unprecedented changes to human beings, not only changing our life, work and mode of production, but also changing human beings themselves.It will systematically affect the survival and development of human beings, improve or even reshape the environment on which human beings depend for their survival.

  Dr. Zhao Baige emphasized the interrelationship between the fourth industrial revolution and the modernization of social governance, pointing out that the modernization of social governance must be integrated with the development of new science and technology.Smart city is an innovative practice of social governance in China.It is an urban revolution with big data as its resource, involving artificial intelligence, big data, Internet of Things, intelligent transportation, intelligent industry and many other aspects of cross-border, cross-industrial integration.In order to promote the construction and development of smart cities, we will hold a China-EU Smart City Development Forum in Nanning, Guangxi, on September 25 this year, together with the Development and Reform Commission, to summarize China's experience in smart city construction and modern governance.In order to promote the modernization of social governance, we must always insist on improving the ability of modern social governance. In this regard, Dr. Zhao Baige put forward three abilities: First, to guide the innovation of social governance with the concept of rule of law, and speed up the construction of social legal system;2. We should attach importance to the role of the Internet and actively use high and new technologies such as big data, cloud computing and artificial intelligence to promote scientific, refined and efficient social governance;3. Innovating and standardizing social governance.To build a large-scale, professional talent team with a scientific attitude, advanced concepts, professional knowledge to serve modern social governance. DR. Zhao Baige especially emphasized the main role of youth groups in future social governance. It is of great significance to construct a professional talent team. In addition, China is not only creating a social governance system and a comprehensive social system, but also playing a leading role of fairness and equality in the world.

In view of the present social development and situation , Dr. Zhao Baige proposed the key research direction of social governance in the future: First, take the people as the center, take the people’s demand as the guidance.The question must be answered: Who is in charge of development in the twenty-first century?How do they carry out innovative governance of society?We have to be predictable.The young people must be seen as the creators and participants of the future, and they must be made the agents of development;Second, what can China do under the framework of world governance?What is Chinese experience?What kind of leading role should we play?The practice of smart cities in China is one of the best practices, which is the organic integration of traditional harmonious ideas and emerging technologies, and should be worth learning from.Third, we should attach importance to the integration of resources in the new era and integrate the forces of government, non-governmental, enterprises, society and citizens to form a complete socialized governance.

Finally, Dr. Zhao Baige concluded: The winner of the 21st century is not the owner of resources, but those who can integrate all kinds of resources and platforms, at the same time, Dr. Zhao Baige expressed that Beijing Normal University has the ability, qualifications and talents, so it will be able to give full play to the advantages of the platform and make greater contributions to further promoting social governance.
