Qiuchen FANG graduated from the University of International Business and Economics with a major in international enterprise management in 1989. He obtained his Master's Degree in Enterprise Management from Capital University of Economics and Business in 2000.

FANG joined former Ministry of Foreign Trade and Economic Cooperation in 1989 and worked at Beijing Wenyang Import & Export Trading Co., Ltd., the Cooperation Department Office, African Division and Engineering Division of the Ministry of Commerce of the R.R.C., respectively as Researcher and Director. In 1997-2000, he was appointed as Vice Mayor of Botou in Hebei Province, responsible for circulation work, including foreign trade and economic cooperation.

FANG has extensive experience in foreign affairs and worked as a diplomat at China's Embassies in Africa, Europe and Asia and made outstanding contributions to promoting China's trade with foreign countries. In 2001-2003, FANG acted as Economic and Commercial Counselor of China's Embassy in Macedonia and Economic and Commercial Counselor of China's Embassy in Indonesia from 2006 to 2011. In 2011-2015, FANG acted as the Deputy Commercial Counselor and Deputy Director-General of the Department of American and Oceanian Affairs, MOFCOM, responsible for bilateral trade affairs in English-speaking countries in American and Oceanian regions expect in the U.S.A and presided over the implementation of development policies for trade and economic cooperation with these countries (regions), participated in multilateral and bilateral FTA and related trade negotiations and dealt with country (region) trade and economic cooperation and assisted Chinese enterprises in access to foreign markets.

Since April, 2015, FANG has been President of China International Contractors Association. The Association is affiliated to the MOFCOM, a nationwide organization formed by Chinese international project investors, contractors, labor service companies and related service providers, dedicated to promoting member enterprises' operation capacities in an all-round way, and fast and healthy development of China's overseas investments and contracting engineering industry.
