Biliang HU, who has a Bachelor' Degree in Economics from Zhongnan University of Economics and Law, a joint Master's Degree in Science from the Asian Institute of Technology and TU Dortmund University, a Doctoral Degree in Economics from the Witten/Herdecke University, is a Professor and PhD Supervisor of Beijing Normal University. He is the current Dean of Emerging Markets Institute and School of Development Studies, Beijing Norml University, Executive Dean of the Belt and Road School, Beijing Normal University, Director of the Belt and Road Research Institute, Beijing Normal University.

He has served as a Chinese economist of the World Bank, Chief Chinese Economist of SG Securities Asia Limited, Chief Representative of the Company in Beijing, Co-founder and Chief Financial Officer of DoubleBridge Technologies, Inc., Researcher of CASS and PhD Supervisor of the Graduate School of CASS, Senior Researcher of Harvard University and Dean of the School of Economics and Resource Management of Beijing Normal University.

HU's economics research is closely related to China's economic reform process. He mainly studied issues on China's agricultural economy and rural reform in the early and mid-1980s, on township enterprises, migrant workers and urbanization in the late 1980s and early 1990s, and on China's macro-economy and capital market in the mid and late 1990s. In the new century, his studies focus on informatization and local governance. Since 2010, he has begun to focus on the emerging market economy, B&R issues and the economic development of emerging markets.

HU has the experience of work, study and research in Thailand, Philippines, Singapore, Myanmar, Vietnam, India, Sri Lanka, Cote d'Ivoire, Argentina, Chile and other countries. He studied and worked in Thailand for 2 years, and studied and carried out field research in the Philippines for 3 months.

HU has published 12 books, including 3 academic works in English and 9 works in Chinese, and completed more than 200 academic papers and general articles. Some of his works won the "Sun Yefang Award of Economic Sciences" in 1995 (6th) and 2007 (12th) respectively and the "2nd Zhang Peigang Best Paper Awardin Development Economics" in 2009, were nominated for the "3rd National Book Award" in 1997. Besides, he has also won the "Outstanding Scientific Research Achievement Award of CASS" for 3 times.
