Lihui LI is a senior Chinese Banker and Financial Scholar, a PhD in Economics and Researcher. He graduated from Xiamen University with a major in Finance and Economics in 1977.

In 1984, he served as Deputy Director of the Office of the People's Bank of China Fujian Branch, Vice President and Party Committee Member of the Industrial and Commercial Bank of China Fujian Branch in 1989 and Vice President of Industrial and Commercial Bank of China in 1994. In September 2002, he served as Vice Governor of Hainan Province in charge of financial and tourism affairs. In August 2004, he served as Vice Chairman and President of the Bank of China Limited. He was elected as a Member of the Financial and Economic Committee of the 12^th National People's Congress in 2016.

LI has rich experience in the fields of international finance, fin-tech, bank management, merger and acquisition,and reorganization, and has played an important role in the Industrial and Commercial Bank of China's merger with Hong Kong Youlian Bank, the Bank of China's Stock System Reform, scientific and technological innovation, and cross-border operations, thus enjoying a high reputation in the financial circles at home and abroad.

Li has overseas work experience, is familiar with bank operation and management. He has engaged in macro-government work to deal with complicated situations. He pushed for the stock system reform during the key period of the restructuring of the Bank of China. The reform of BOC with more than 200,000 BOC employees has greatly impacted the outdated concepts under the state-owned banking system and established a set of standardized systems covering shareholders' meeting, board of directors, board of Supervisors and management. He has delivered keynote speeches at many top international and domestic forums such as the Boao Forum for Asia and the Annual Meeting of China's Economy, and also published papers in important newspapers and economic and financial core journals. At the same time, he has actively made suggestions on the national economic and financial reform and development, and his legislative amendments and policy advice have repeatedly received instructions from relevant leaders of the State Council.

At present, as the Leader of Blockchain Working Group of China Internet Finance Association, LI starts researching the cutting-edge issues such as bank digital transformation and blockchain, and continues contributing to China's financial development and progress, thus promoting the innovation of financial institutions and scientific and technological innovation enterprises and accelerating the application of the latest technologies such as blockchain and big data.
