Xi LUO, a senior economist, got the Master's Degree in Economics from the Graduate Department of the People's Bank of China.

In 1987-1994, he successively served as Secretary and  Deputy-division-level Secretary of the Office, Deputy Director and Director of the International Business Department of the Agricultural Bank of China. In 1994 - 1996, he served as Assistant to the President of the Agricultural Bank of China Hainan Branch and also the General Manager and Legal Representative of the Agricultural Bank of China Hainan Provincial Trust and Investment Company, and then served as Vice President and Party Member of the Agricultural Bank of China Hainan Branch, Vice President and Party Member of the Agricultural Bank of China Fujian Branch, the General Manager of Asset Protection Department and Asset Risk Supervision Department of the Agricultural Bank of Chin, General Manager of International Business Department of Agricultural Bank of China and also Chairman of Hong Kong ABC International Finance Co., Ltd., & Chairman of Hainan International Finance Co., Ltd. from 1996 to 2002. In 2002-2004, he was Assistant to the President and General Manager of the International Business Department of the Agricultural Bank of China and later Vice President and Party Committee Member of the Agricultural Bank of China Co., Ltd. In 2009, he served as Executive Director, Vice President and Party Committee Member of the Agricultural Bank of China. In 2009-2013, he served as Vice President and Party Committee Member of Industrial and Commercial Bank of China Co., Ltd., Chairman of Industrial and Commercial Bank of China (Moscow) Stock Company and Industrial and Commercial Bank of China (Canada) Stock Company. In 2013-2016, he served as  General Manager, Vice Chairman and Deputy Secretary of the Party Committee of China Export & Credit Insurance Corporation. Since 2018, he has served as Secretary of the Party Committee of and Chairman of China Taiping Insurance Group.
