Changhong PEI graduated as a PhD. His research areas include: China's macro-economy, and opening-up and service economy. In 1995, he received the special allowance from the State Council and was successively selected into the "Group of Four" Talent Project of the Publicity Department of the CCCPC and the "National Leading Talents in Philosophy and Social Sciences" Plan of the Organization Department of the CCCPC.

On May 31st, 2005, he gave a lecture on "New Features of Economic Globalization and International Trade Development" at the 22nd collective learning session of the 16th Political Bureau of CCCPC. He participated in the Central Economic Work Conference and the drafting of the Reports on the Work of Government. He also served as a Member of the Economic and Trade Policy Expert Advisory Committee of the Ministry of Commerce, a Member of the Expert Advisory Committee of Beijing Municipal People's Government and a Member of the China Standardization Expert Advisory Committee of the State Bureau of Quality and Technical Supervision.
