Baoxing QIU, a PhD in Economics, and a PhD in Engineering, and Senior Planner, is a current State Council Counselor. He started to work in September 1971. He was Vice Minister and Party Member of the Ministry of Housing and Urban-Rural Development of the P.R.C., Member of the Three Gorges Project Construction Committee of the State Council, and Deputy Director of the Committee of Population, Resources and Environment of the 12^th National Committee of the CPPCC.

In 2008-2014, he was Vice Minister and Party Member of the Ministry of Housing and Urban-Rural Development of the P.R.C., Member of the CCCPC, Deputy Head of the Municipal Group for Restoration and Reconstruction of Wenchuan and Yushu Earthquake-stricken Areas under the State Council, and Chairman of the Fifth World Water Congress. He is currently Chairman of International Water Association China Committee, Chairman of the Chinese Society for Urban Studies, Chairman of the Urban Planning Society of China, Professor and PhD Supervisor of Tongji University and CASS.

At the World Green Building Council held in Saint Paul, Brazil in 2015, QIU was awarded the "President's Medal of World Green Building Council", the only green building award in the world presented to individuals who have made great achievements in the green building industry and outstanding contributions to the promotion of global green building.

He has also made great contributions to the development of China's new urbanization and the construction of China's energy-saving and emission-reduction (green and low carbon) smart city. He has published  works on urban planning and urbanization, including Pursuing Prosperity and Comfort - Strategies for Planning, Construction and Management of Typical Cities in China and Coping with Opportunities and Challenges - Main Problems and Countermeasures in China's Urbanization Strategy Research. Among them, Harmony and Innovation - Problems, Crisis and Countermeasures in the Process of Rapid Urbanization has been translated into English and published in the EU. He is also the author of The Way to Revitalize Chinese Civilization, Theoretical Exploration and Application of Property Right System Reform, Theory and Application of Regional Image, Jinhua Urban-Rural Integration Development Plan, Research on Small Enterprise Clusters, Let Power Run in the Sun, Talent, System and Environment - Regional Economic Transformation and Countermeasures, Pursuing Prosperity and Comfort - Several Strategies for Urban Planning, Construction and Management during Transformation, Difficulties and Countermeasures to Alleviate Traffic Congestion in Beijing, etc.
