ZHANG successively served as Deputy Director of the Industry Division of the Henan Economic Planning Commission, Director of the Henan Economic Planning Commission, Industry Division of the Henan Economic Planning Commission, Vice President and Party Committee Member of Henan Light Industry Association, Deputy Director, Party Member, Director and Secretary of the Leading Party Members' Group of the Henan Provincial Development Planning Commission, Director and Party Secretary of the Leading Party Members' Group of the Henan Provincial Development and Reform Commission.

In January 2006, ZHANG was appointed as Vice Governor of Henan Province and Member of the Leading Party Group of the People's Government of Henan Province. In January 2013, he was appointed as Deputy Director of the Standing Committee of Henan Provincial People' s Congress. From June 2013 to January 2016, he served as Deputy Director of the Standing Committee of Henan Provincial People' s Congress and Chairman of the Henan Federation of Trade Unions, the Member of the 7th and 8th Henan Provincial Party Committee and Deputy to the 10th National People's Congress. During his tenure in Henan Province, ZHANG led the reform and development planning work and accumulated a lot of relevant theories and practical experience from his work.

Serving as Vice Chairman and Secretary-General of China Center for International Economic Exchanges, ZHANG actively studied the economic development and construction status of various provinces and cities, provided suggestions for their development planning. He also actively strengthened cooperation and exchanges between China and the international economic planning centers of other countries.

He pays special attention to the development of China's B&R construction against the background of new globalization. He believes that China should integrate into the global supply chain, build its central plains urban agglomeration, develop new business civilization, and thus enable Chinese enterprises to serve the global supply chain while obtaining the services from the global supply chain. The strength of a country or region is mainly shown by deeply involving in the flow of global resources, capital, data, talents and other valuable assets by means of geographical, economic and digital interconnection. In this regard, we have established the Online Silk Road, Aviation Silk Road and Land Silk Road. For these Silk Roads, we should well combine, utilize and develop the advantages of our market, human resources, comprehensive transportation and industry, bring in talents, capital and technology and export products of our modern agriculture, manufacturing and service industries as the "Silk" today. We should use modern technology to transform traditional industries, guide enterprises to pay more attention to the trend of the new industrial revolution, make full use of technologies such as the Internet and the IoT to develop new models and industries, and use technologies or concepts such as Digital Economy, Intelligent Logistics and Intelligent Manufacturing to promote industrial transformation, promote enterprises to conform to the trend of customized production, personalized consumption and sharing of economic development, optimize supply chains, form new industrial ecological systems, and integrate more enterprises and cities into global supply chains.
