Xisheng ZHOU graduated from the English Department of Shanghai International Studies University and studied in the Philosophy Department of Aristotle University of Thessaloniki, Greece. He joined Xinhua News Agency in 1978 and served as Deputy Director of Washington DC Bureau of Xinhua News Agency, Director of the UN Bureau of Xinhua News Agency, Deputy Director of Xinhua News Agency and President and Editor-in-Chief of Xinhua Net, Vice Chairman of All-China Journalists Association and Member of Foreign Affairs Committee of 12^th National Committee of CPPCC.

He is one of the first "Top 10 International Editors" of Xinhua News Agency, the "Group of Four" talent of the National Publicity and Cultural Front, and among the first batch of National Innovation Leaders of the National Copyright Administration of the P.R.C, and enjoys the special allowance of the State Council.

ZHOU has long been engaged in international and external reporting.
