Gang XIAO, Master of Laws, started to work in 1976 and was Secretary of Peijian LV, former Governor of the People's Bank of China (PBOC). He used to serve as Chairman of and Secretary of the Party Committee of China Securities Regulatory Commission. He served as Deputy to the 17^th National People’s Congress of the CPC, Alternate Member of the 17^th Central Committee of the CPC , Member of the 18^th Central Committee of the CPCe, and Member of the Economic Committee of the 13^th National Committee of the CPPCC.

In 1981, he graduated from Hunan University of Finance and Economics (incorporated into Hunan University in 2000) and started to work in the People’s Bank of China in 1981. He served as Deputy Director and Director of Policy Research Office of the PBOC from 1989 to 1994, General Manager of China’s Foreign Exchange Trading Center from 1994 to 1995, and Director-General of Planning and Funding Department of the PBOC (the youngest bureau-level cadre in the PBOC from 1995 to 1996. He obtained a Master’s Degree of Laws from Renmin University of China Law School in 1996. His Master’s thesis entitled “Study on the Transnational Flow of Short-term Capital and State Control”, supervised by Yuhui LIN, Professor of International Economic Law of Renmin University of China Law School. He served as Assistant to Governor of the PBOC from 1996 to 1998 and Deputy Governor of the PBOC from 1998 to 2003. He was in charge of trust business for a long time and Member of the Monetary Policy Committee of the PBOC. He served as Chairman and Governor of and Party Secretary of Bank of China (BOC), Secretary of the CPC Committee of China Orient Asset Management Co., Ltd. (COAMC) and President of China Banking Association from 2003 to 2004. He served as Chairman of and Party Secretary of BOC, Executive Director of the Board of Directors of BOC, Chairman of Strategic Development Committee of the Board of Directors of BOC, and Secretary of the CPC Committee of COAMC from 2004 to 2013. He served as Chairman of and Secretary of the Party Committee of China Securities Regulatory Commission from 2013 to 2016.
