Jean-Pierre RAFFARIN graduated from the Assas Law School of Université de Paris, the École de Commerce ISC Paris as a major in law, later from Ecole Supérieure De Commerce Paris. He served as a lecturer at the Paris Institute of Political Studies and General Manager of Bernard Kryev Communication.

He served as French Prime Minister from May 6th, 2002 to May 31st, 2005 and Vice President of the Senate of France from 2011 to 2014. RAFFARIN's political career started when he became the Municipal Councilor of Poitiers in 1977. He was elected as the Councilor of the Region Poitou-Charentes in 1986 and President of the Region Poitou-Charentes from 1988 to 2002. He was a Member of European Parliament from 1989 to 1995, and then a Senator in 1995 and was reelected as a Senator in 1997. In 1993-1995, he successively served as the Spokesperson, Deputy Secretary-General and Secretary-General of the Union pour la Démocratie Française. In 1995-1997, he was nominated as French Minister of Small and Medium-sized Enterprises, Commerce and Craft. In 1997, he served as Vice Chairman of the Liberal Democratic Party. In November 2002, he joined the presidential majority coalition (later renamed as Union pour un Mouvement Populaire). In May 2002, RAFFARIN was appointed as Prime Minister by President Chirac.

For his long-term commitment to promoting China-France cooperation and friendship, he was awarded the "Friendship Medal" of the P.R.C in 2019 at the 70th Anniversary of the Founding of the P.R.C.
