LIU graduated from Dalian University of Technology with a major in Industrial Turbine in July 1988 and received his MBA Degree from Tsinghua University in 2005.

He worked with China National Chemical Engineering Heavy-mechanized Corporation Ltd. as a technician from July 1988 to July 1994 and clerk of the Labor Education Department of China National Chemical Engineering Group Corporation Ltd. (hereinafter referred as "CNCEC") from July 1994 to April 1997. He was appointed as Deputy Director of Henan Yima Gasification Plant Project - a key project of China's "9^th Five-Year Plan" from April 1997 to May 2001. From May 2001 to May 2007, he acted as Deputy Director of Enterprise Management Department of CNCEC. During this period, he participated in drafting the national enterprise qualification standard for the construction industry as an expert specially employed by the Ministry of Construction of the P.R.C. and also presided over the preparation of the syllabus and textbooks of National Examination for Registered Qualification of Constructors as Vice Head of Petrochemical Team. From May 2007 to February 2012, he worked with CNCEC as General Manager Assistant and Director of Planning Development Department. Concurrently, he was appointed as Secretary-General of "Strategic Alliance to Blaze Trails of New Coal (Energy) Chemical Technology" organized by six departments (including the Ministry of Science and Technology), he was responsible for organizing R&D of coal to olefin technology under the National Science and Technology Support Program. He also participated in the preparation of the Report on Restructuring the Layout and Structure of Central-State Construction Enterprises under the auspices of the State-owned Assets Supervision and Administration Commission of the State Council.

From February 2012, LIU served as Standing Member of the Party Committee of and Vice General Manager of CNCEC From August 2014 to March 2018, he served as Standing Member of the Party Committee of  CNCEC Since August 2018, he has been the Deputy Secretary of the Party Committee of , Director and General Manager of CNCEC.
