Xiaodong TAN graduated from School of Water Resources and Hydropower Engineering, Wuhan University in 2003 with a dual Bachelor's Degree in Water Resource Project Management and Laws and obtained his Master's Degree in Project Management from Beijing Jiaotong University in 2010. In 2010-2016, TAN was appointed as Deputy Director of Research Center of Accreditation Technology of China Certification & Accreditation Institute. He is both National Senior Project Manager and National Water Resources Cost Engineer.

He is a major author of national Regulations on the Administration of Inspection and Testing Institutions (administrative regulations of the State Council), an expert in the interpretation of the national Measures for the Administration of the Accreditation of Inspection and Testing Institutions (Decree No.163 of the General Administration of Quality Supervision, Inspection and Quarantine of the P.R.C.), a main drafter and an expert in the interpretation of the national Accreditation Criteria for Qualification of Inspection and Testing Institutions. He has led, planned and built national standardization organizations of inspection and testing in many industries in China and a training system for inspection, testing and evaluation technicians in China. In 2012-2014, he presided over the design of statistical system of China's inspection and testing industry and the drafting, issuance and implementation of documents on statistical systems.

At the same time, TAN is a major author of the Rules for the Examination of Qualification Accreditation of Forensic Identification Institutions and Work Guideline (the 1st/2nd version ), a planner and lecturer of teacher training courses for the national public security criminal technique and forensic identification, who have trained over 800 examiners in these areas and provided guidance for establishing over 100 national/provincial forensic identification institutions.
