Rong MA is the incumbent Deputy Director of the Private Equity Fund Service Administration Department of Finance Bureau of Zhuhai Hengqin New District, and Deputy Secretary-General of RDI Secretariat. He graduated from Xiamen University, majoring in Law and received his Master's Degree in International Business and Finance from the University of Stirling respectively in 2012 and 2016. He used to independently found two companies, namely J&K Import and Export and UK DD Design, and cooperate with large supermarket chains such as John Lweis and M&S to formulate company development strategies and establish standardized and streamlined marketing systems for them. UK DD Design, which mainly engaged in marketing promotion and planning, successfully facilitated the implementation of many projects, including China Britain Film Festival, Design of Chinatown Restaurants in London, China Britain International Design Week, and charity events of the Chinese Embassy in the U.K. He used to be Assistant to President of Marketing Department of Shell Group, responsible for strategic development planning and positioning study of Chinese market, and promoting the implementation of projects.

In February 2017, he worked in the Private Equity Service Administration Department of the Finance Bureau of Hengqin New Area, from which he was seconded to RDI in October of the same year. In February 2019, he was promoted to Deputy Director of the Private Equity Administration Department of the Finance Bureau in Hengqin, mainly responsible for the formulation and implementation of incentive polices for PE companies, and fully participating in investment promotion. His is also responsible for responding to policy questions from enterprises and guide them to settle down there. He mainly served large domestic and foreign enterprises, banks, and financial institutions. In the same year, he concurrently served as Deputy Secretary-Greneral of RDI Secretariat, mainly responsible for the construction of RDI (Zhuhai) investment and financing platform, strategic plan research, design of corporate governance and top-level structure, formulation of business operation standards and procedures, construction of industry fund, and compiling of RDI research reports and local government reports.
