Integrating Chinese Enterprises into the Dual Circulation

2020 is a milestone year in the history of China’s development. This year, the Chinese people and the nation have achieved the first centenary goal-building a well-off society in all respects. 2020 is also a proud year in the history of China's development. This year, China has achieved a great victory in poverty alleviation, and 20% of the world's population has embarked on the road to prosperity. 2020 is a year in which China’s “the confidence in the path, theory, system and culture” and China’s strength are manifested. In the face of the sudden COVID-19 epidemic, we united in one heart to fight against the epidemic under the leadership of the Party Central Committee with Comrade Xi Jinping at the core. These efforts made China become the only economy in the world that has achieved positive economic growth. In the face of major “changes unseen in a century”, the Party Central Committee has strategized and mastered the overall situation, and systematically put forward new strategy and new requirements for grasping the new development stage, implementing the new development concept, building a new development pattern, and achieving high-quality development. At present, how to accurately grasp the development trend in the post-epidemic era, scientifically judge the development prospects of emerging industries, and efficiently integrate and effectively utilize the unique advantages of platform resources remains one of our important tasks in the future.

Since 2015, RDI has focused on research on co-construction of the Belt and Road cooperation, while also paying close attention to the development of our country's industries and enterprises, forming an enterprise service platform composed of high-quality enterprises. The platform has carried out a series of work such as "discovery, nurturing, and promotion" of emerging technological enterprises that sprang up during the 4th industrial revolution, and provided intellectual and resource support for the growth and development of many "hidden champion". A relatively complete platform service system has been formed. By the end of 2020, the RDI platform has gathered 412 companies, 32 cooperative institutions, 73 domestic and foreign experts and scholars, more than 100 industry and enterprise experts, and has established strategic partnerships with 8 domestic cities. The Development Report of RDI Platform Enterprise (2020) mainly introduces the industrial layout of RDI platform enterprises and the related work of the platform to provide intellectual support for the optimization and upgrading of enterprises and industries and their sustainable development.

I. Work of RDI enterprise platform under the background of "dual circulation"

RDI emerged in the waves of the New Globalization and the 4th Industrial Revolution. As a new think tank with Chinese characteristics, it has precise positioning: 1) paying attention to hot spot issues at home and abroad and serves national decision-making institutions; 2) paying attention to enterprise development. It has formed the RDI enterprise platform to serve enterprise and industrial development. Since 2015, it has hosted and undertaken 54 large-scale international forums, 21 domestic high-end consultation meetings, 16 professional seminars, etc. Through these activities, RDI enterprise platform has accumulated research results and experience on national strategic development direction and key policies, and formed a think tank network, international network, city network and enterprise network.

RDI platform enterprise network has a history of six years. During this period, we have always insisted on systematic discovery of enterprises and actively found "invisible champions" in emerging technology fields of various industries. The "discovery" of the platform includes field research, background investigation, industrial analysis, market analysis and so on, so as to ensure that enterprises on this platform have corresponding qualifications and strength, so as to create a high-quality enterprise platform.

After years of accumulation, RDI enterprise platform has enterprises of high-tech and livelihood industries related to the fourth industrial revolution, covering AI, intelligent manufacturing, smart city, infrastructure and new infrastructure, energy and new energy, health care, environmental protection, education, agriculture and food processing, culture and tourism and so on. In recent years, the cooperation among platform enterprises has been continuously strengthened, which has promoted cross-border integration and formed a new economic growth point.

II Development and Outlook of RDI Platform Enterprises

The main work of RDI enterprise platform focuses on policy guidance, financial support, local industry introduction, international cooperation and resource allocation support. First, we are committed to providing systematic policy guidance for platform enterprises. The key to policy guidance is to integrate the national 14th Five Year Plan with plans of local government at all levels, industrial plans and special plans of relevant ministries and commissions, so as to form a forward-looking guidance and project basis for enterprise development. We cooperated with national ministries and commissions such as NDRC, the Ministry of Industry and Information Technology, the Ministry of Finance and the Ministry of Commerce, as well as research institutions such as the Chinese Academy of Social Sciences and the Chinese Academy of Sciences to obtain accurate information on national development trends; meanwhile, we established an expert committee composed of policy experts and leaders of various industries to continuously guide platform enterprises to integrate into national and local development plans and obtain relevant policy support through organizing discussions and exchanges, investigating enterprises and conducting relevant research.

Second, we attached great importance to the combination of industry and finance. We have established strategic partnership with relevant domestic financial institutions, especially with Zhuhai Hengqin New Area for three years, which has contributed to the development of Guangdong-Hong Kong-Macao Greater Bay Area. Zhuhai Hengqin is adjacent to Hong Kong and Macao, representing the only area connected with Hong Kong and Macao roads and bridges in China and enjoying unique location advantage of connecting Hong Kong and Macao. Hengqin has the superimposes the policy advantages of national new area, free trade zone, Guangdong-Hong Kong-Macao Bay area and  has perfect industrial supporting measures. It is the most ideal area for exploring the in-depth financial cooperation between Guangdong, Hong Kong and Macao. As the foothold for the cross-border extension of domestic financial institutions, financial enterprises settled in Hengqin can better integrate into the financial markets of Hong Kong and Macao. In order to coordinated with Zhuhai Hengqin's financial resource agglomeration planning and measures, we have jointly established RDI (Zhuhai) to systematically carry out the connection of financial resources and industries. Since 2018, we has successfully held three sessions of Shizimen Financial Week, gathered resources from all walks of life such as politics, business and think tanks, built a high-quality industry and finance connection platform, and helped Hengqin build brand influence. We have also established cooperation with military-civilian integration funds, local industry guidance funds and various commercial investment institutions to continuously improve the awareness and ability of platform enterprises to carry out financial cooperation, so as to help scientific and technological innovation and the sustainable development of the real economy.

Third, we paid attention to the optimization of business environment and lead "investment attraction" with "industrial introduction". With the great attention of the Party Central Committee, the State Council and local governments at all levels, great progress has been made in optimizing the business environment. We always take "industry introduction" as one of our key tasks. In this regard, we are committed to establishing a trinity model of industry, investment and local integration and cooperation, systematically designing industry guidance schemes according to the characteristics of local business environment and resource endowment, and actively providing various financial resources support, so as to provide systematic assistance for local governments to realize industrial upgrading through investment attraction.

Fourth, we actively guided enterprises on the platform to participate in Belt and Road construction. We has established Silkroad Think Tank Association under the International Department of the CPC Central Committee, Chinese People's Association for Friendship with Foreign Countries, China International Chamber of Commerce and other domestic institutions, as well as contacts with the international cooperation agencies and embassies of the EU, Shanghai Cooperation Organization, 17+1 Cooperation in the Central and Eastern Europe, RCEP member states. Through the organization of exchanges between domestic and foreign governments, enterprises, investment institutions, and think tanks, the platform enterprises seek business opportunities and markets for jointly building the Belt and Road, and we provide intelligent support for the effective prevention and control of international business risks and the establishment of sustainable international cooperation relationships.

Fifth, we established a supporting system for enterprise development. In the process of exploring the best way to cooperate with enterprises, RDI enterprise platform has formed a systematic and comprehensive enterprise service system composed of seven core elements, such as legal services, policy research, technical standards, information services, financial support, culture and brand, and capacity building. This system has better assisted enterprises in optimizing the allocation of resources and capacity building, empowered them to transform and upgrade and carry out business operation overseas, effectively implement the "going global" strategy of Chinese enterprises, and promote them to actively participate in the co-construction of the Belt and Road.

III Layout of RDI Platform Enterprises under the Background of "Belt and Road"

Since 2015, RDI enterprise platform has been focusing on promoting excellent enterprises on the platform to the government, market, investment institutions and international organizations, which has well expanded the space for value creation for platform enterprises.

RDI high-level consultative conference and forums have become important carriers for promoting platform enterprises. At present, we have formed a series of exchange and cooperation platforms, including international forums, high-level consultative conferences for provincial and local governments and special seminars for national ministries and commissions. According to themes of different conferences, RDI enterprise platform actively promoted excellent enterprises to participate in the conference, and promoted in-depth exchanges between enterprises and local governments, enterprises and investment institutions.

In 2020, Shizimen Financial Week, the High-level Consultative Conference on Qinghai’s Efforts for Ecological Protection and and High-quality Development of the Yellow River Basin, the First B&R Green Productivity Forum, the Seminar on Achieving Integration of Primary, Secondary  and Tertiary Industries in Agriculture and the New Development of Smart Community, the High-level Consultative Conference on Promoting the Coordinated Development of the Beijing-Tianjing-Hebei Region and Building Baoding into a Modern City and etc., were organized by RDI. Hundreds of RDI enterprises such as CETC, CEEC, Glodon, Tellhow Technology, Zhongyang Construction, Iluvatar CoreX, Guangdong Yuchen, Chinabric, Tianzhuang Eco-Benign Plastics Technology, Owin, MinMed Biotech, Landing Technology and Yinming biology were invited to participate in these conferences and meetings and built a platform to promote enterprises.

For key enterprises, RDI platform also helps enterprises analyze development problems through special investigations, and helps enterprises introduce partners and investment institutions. In 2020, it organized special investigations according to the needs of enterprises, and invited relevant departments to carry out special seminars on the development of industries such as digital technology, biomedicine and environmental protection technology. This report is divided into three parts, including Part I--introduceing the related work of RDI enterprise platform around the development of industries and enterprises, Part II-- reviewing RDI platform enterprises and projects, esp. focusing on 15 key enterprises discovered, nurtured and promoted in 2020, Part III-- introducing the layout of the RDI platform enterprise under the background of the Belt and Road. The appendix introduces the team of RDI (Zhuhai) and attaches the list of RDI platform enterprises.

We believe that by persistently "discovering, nurturing and promoting" excellent enterprises, RDI enterprise platform will help more enterprises carry out coordinated development and cross-border integration of industrial chains, support more enterprises to integrate into national development strategies, participate in local industrial optimization and upgrading, and help more enterprises obtain capital, technology and market space, guiding more enterprises to participate in Belt and Road construction, so as to make contributions to the construction and implementation of the "dual circulation" pattern, major technological innovation and industrial upgrading, regional economic development and co-construction of "Belt and Road" with high quality.
