On November 18th, 2020, the Special Session “Finance + Cross-border Capital” of the sub-forum themed “Finance+” Empowering the Industry of the 3rd Shizimen Financial Week was solemnly held in Zhuhai International Convention and Exhibition Center. With the Hengqin New Area Administrative Committee as the sponsor, this forum was organized by RDI, the Financial Service Bureau and Financial Services Center of Hengqin New Area. Hong KANG, Deputy Director of the Hengqin New Area Administrative Committee, Tenghui CHI, Director of the Financial Services Bureau of Hengqin New Area; Yunzhi LIU, Assistant Vice President of the Mainland Customer Development Office of the Market Development Division of the Hong Kong Stock Exchange; Zhengrong SHI, Academician of Australian Academy of Technology and Engineering, and Yiqiang SHI, Chairman of China IPO Holding Group attended the sub-forum and contributed their insights to the development of Hengqin’s cross-border capital.

Tenghui CHI, Director of the Financial Services Bureau of Hengqin New Area, pointed out that Hengqin is with obvious geographical advantages, serving as a point where internal circulation and external circulation meet. With 11 years’ development, the financial sector in Hengqin has taken shape with its own characteristics, as well as a large number of financial talents. The government attaches great importance to the building of a sound business environment. With its great efficiency and a result-oriented approach, a set of preferential policies have been in place, which has enabled it with a sound ecosystem of policies and services to develop cross-border capital. As for Hengqin’s cross-border capital services, attention should be paid to the application of blockchain and other technologies, and Hengqin must be committed to reducing intermediary fees for financing and increasing corporate fraud costs. It is hoped that more financial and intermediary institutions can do a good job in both internal and external markets for cross-border capital in Hengqin, and while pursuing their own interests, they are supposed to serve the real economy, solve the financing needs of more companies, and provide investors with some new and more reliable investment products.

Experts attending the meeting conducted some rewarding discussions in the round-table forum session on the “approaches for enterprises to go public in domestic and overseas markets under the new situation”. Everyone agreed that Hengqin needs to help these companies make full use of various tools of the capital market in the future so as to bring about a win-win cooperation model between the government and the companies. Hengqin can consider introducing some more specific and subtle policies that are conducive to cross-border financing.
