As a province located on the Qinghai-Tibet Plateau, Qinghai is known as the “Three Rivers Source” and the “Water Tower of China” and has an important and special ecological status. During his visit to Qinghai, General Secretary Xi Jinping said that “Qinghai’s greatest value lies in ecology, its greatest responsibility lies in ecology and its greatest potential lies in ecology.”[1] Promoting the construction of ecological civilization and ecological environment protection is the premise and foundation of Qinghai’s economic and social development, the bottom line and fundamental of all the efforts of Qinghai as well as the region’s responsibility to maintain national ecological security and sustain the development of the Chinese nation.

Qinghai enjoys great development potential and feture if it turn the  ecological advantage into the ones in industry, economy and development. This innate advantage will help Qinghai to explore a new development pattern and to strike a balance in environmental protection and economic growth. Qinghai’s is clear about its development path of “Realizing Value, Shouldering Responsibilities and Releasing potential”, but still has a long way to go.

Under the invitation of Qinghai Provincial Party Committee and Qinghai Provincial People’s Government, BRI International Think Tank of CASS and RDI convened the Senior Consultative Conference on Qinghai’s Efforts for Ecological Protection and High-quality Development of the Yellow River Basin in Xining, Qinghai Province from September 17th to 20th, 2020. Qifan HUANG, Co-chair of Advisory Committee of RDI, Baige ZHAO, Chair of Advisory Committee of RDI, Dawei ZHANG, Vice Chairman of CCIEE, Member of Advisory Committee of RDI, Xin LU, former Vice Minister of Education of the P.R.C., Member of Advisory Committee of RDI and other key experts attended the conference. The conference focuses on topics such as “Ecological Protection and Innovative Development” and “Building of a Bew Industrial System and High-quality Development”, aiming to improve the status of Qinghai Province in the national development landscape and form a new pattern that balances ecological protection and green development.
